Federal Title Programs
Memphis ISD is a Title I District, which allows us to use Federal Funds to provide students with supplementary services. These services include programs, as well as, providing for supplementary staff positions in order to provide for small class size and increased individualized instruction.
Special Programs Overview

McKinney Vento Act requires us to identify these students as soon as possible.
Identified at time of enrollment with a questionnaire, or if their living situation changes.
If a student is identified as homeless he qualifies as homeless for the full year.
Services available include: Free Lunch, Tutorials/Acceleration, School Back Pack and School Supplies
Relationships are formed to help gain access to local resources, such as the Church of Christ clothing closet and food bank, the Memphis Ministerial Alliance, the Lions Club for glasses, the Red Marble Church food bank, and the snack buddies program. -
Identification starts at enrollment, with a questionnaire. An extensive interview and recruitment process identifies students. Once a family makes an, Eligible Move, the children are identified as migrant for three calendar years from that date. May include children from 3 years old to 21 years old. Services available include: Free Lunch, Tutorials/Acceleration, Summer School, Leadership Camp at Region 16.

Home Language Survey starts the process. We have 20 school days to hold an LPAC meeting and determine eligibility.
Oral language and academic proficiency are tested.
Students receive instruction in gaining their second language in the regular classroom through SIOP and ESL trained teachers. (Immersion model) -
Identified through circumstances, such as STAAR failure, or income level.
Pregnancy-Related Services are also available and will be implemented based on a Doctor’s recommendation.
A student may exit when circumstances change.
Services available include: Tutorials/Acceleration, Free Lunch, Summer School, and School Supplies. -
The Cafeteria Manager determines eligibility based on family income. If they are qualified they will receive free or reduced lunch.

Students whose impairments limit their ability to function in the school setting may also be qualified for 504 placement.
Services are determined by an ARD Committee. -
Students served under the Individuals with Disabilities Act.
Students are identified through an assessment and evaluation process, following guidelines and procedures.
Students meet eligibility through several areas of disability and are eligible based upon annual ARD meetings.
Services are specially designed to meet their individual needs. -
Approximately 8%-10% of student population is Talented and Gifted.
After evaluation students are determined eligible by a committee and continue throughout unless significant academic difficulties show a need for a furlough or dismissal.
Students will receive extra enrichment activities at the elementary level, and Pre-AP and AP classes at the secondary level.
